My understanding is you have to be registered atleast 30 days prior to any election.

    Yes.

  • If I did not turn in my proof of residency, can I still vote?

I'm not sure exactly what your asking.

If you did not register to vote (which has some proof of residency requirements) by October 2nd, you won't be able to vote in this election.

If you did register, you just need to bring along a government issue ID or some other proof of residence to the polls.

    Does this help?

Actually, you don't. South Carolina has open primaries. All you have to do is be registered to vote. After posting this question I called the state election office and found out. You might want to do some research before giving answers that are inaccurate. Thanks.
